With Frelsi, fast and transparent publishing is possible by leveraging the publish first, review after model. Post-publication peer review is open, fair and eliminates the selection bias of traditional journal editorial boards.
Submission
Is made easy by completing a simple from. Initial screening and formatting following the submission ensures legitimacy of the content, compliance with our policies and formatting.

The article is published approximately within seven days together with any corresponding data, is assigned a Digital Object Identifier, and can be viewed or cited. Authors suggest potential reviewers for their paper.
Open
peer review
Qualified reviewers are invited by Frelsi considering the author's suggestions against possible conflict of interest and qualification. Names and affilations of reviewers, as well as their comments, are displayed on the article page.
Corrections
Authors are encouraged to update their paper based on the reviews. The responses of authors are also public. Each version of the paper can be viewed and cited separately. Papers that pass the review are indexed in external databases, such as Google scholar.

Purpose and Scope
Frelsi is an online publishing platform reporting the latest scientific results within Electrical Engineering Sciences through a number of output formats, such as articles, videos, presentations and slides. The purpose of Frelsi is to serve the scientific community. At least one of the authors has to be a competent researcher active in the fields of Electrical Engineering (academic or industrial) and must significantly contribute to the manuscript.
Each submitted manuscript has to be authentic. Plagiarised manuscripts will be immediately dismissed. A number of formats allow authors to accurately describe their results. In addition to traditional article submission, authors can publish videos, posters, slides and software tools. Authors are fully responsible for the published content. Once the paper is published, an open peer review takes place. The names and affiliations of the reviewers selected by the authors, as well as their reviews, are public. Authors thus have a pivotal role in ensuring their papers are reviewed by independent professionals within a reasonable time frame. Papers that pass the peer review are indexed in IEEE, Scopus and Google Scholar databases.
All published content is openly accessible and the review process is completely transparent. To improve the reproducibility of a paper's results, authors are encouraged to add the description of any methods used, provide source data, code or models whenever applicable and possible.
Frelsi also publishes alternative scientific outputs, such as methods, protocols, guidelines and others which may fall outside the categories supported by the submission forms.

Publication process

Pre-publication screening
Each submitted article is screened by our editorial team, who ensure that:
- It complies with editorial and ethical policies.
- It is written in English.
- Its content suits the scope of the platform.
- The writing can be fully evaluated by the invited reviewers.
Articles that fail to satisfy these criteria will be returned to the authors to address any outlined concerns. Failure to acknowledge and correct the concerns in a satisfactory manner will lead to the rejection of the paper.
There is no Editor-in-Chief to oversee any part of the publishing process nor make decisions on the acceptance of papers. Frelsi has an Advisory Board, which consist of a group of leading experts across the various fields of Electrical Engineering. Their responsibility is to provide strategic input on the inner functionings of the platform, advise on any potential problems that may arise with specific publications and serve as reviewers.
Other supported outlets, such as videos, posters or presentations, do not undergo editorial screening and are immediately published and assigned a DOI. Advisory Board members can invite authors to publish documents outside the supported publication categories if they fit the requirements presented by the Advisory Board members who invited them.

Open post-publication peer review
Before publication, authors suggest five unbiased reviewers who are experts in the article's field and are qualified to serve as reviewers. The selected reviewers should not have co-authored or collaborated with the authors for at least three preceding years, or be from the same institution.
Peer review is only performed on articles (videos, posters and slides are not reviewed). The review takes place after publication by experts selected by the authors (preferably by experts registered with Frelsi). Reviewers are invited by the Frelsi editorial team. The review itself is open: the names, affiliations and comments of the reviewers are public and available on the article page. Reviewer reports are published immediately after being submitted alongside the review status change.
Until at least two reviews are published, authors are advised to provide the contact information of additional potential reviewers.

Reviewer requirements
Criteria for reviewer selection are as follows:
Research knowledge - reviewers have proven expertise in the relevant field by having successfully published at least five papers as primary authors in international journals.
Formal experience - reviewers have proven competence in an area of Electrical Engineering by receiving their M.Sc. or Ph.D. degree on graduation from an accredited and recognised higher education institution. In addition, he or she must currently be affiliated with an organisation or university.
Conflict of interests – reviewers should not have a personal, professional or financial relationship with the authors or co-authors in order to avoid any conflict of interest. Reviewers are advised to disclose any reasons for a potential conflict of interest prior to the review.

Responsibilities of reviewers
Reviewers adhere to the guidelines for each article type, provide unbiased feedback and evaluate the integrity of the research results presented:
- Is the article discussing the selected topic in the context of appropriate references?
- Have the authors used an appropriate approach and analysis?
- Have the authors provided enough data and information to successfully recreate the article's results?
- Is the outcome of the research based on its findings?
As a part of the feedback process, reviewers are expected to select the status of the article out of three options:
- Accepted – minor or no corrections are required. The analyses, methods and experiments are satisfactory and conclusions match the results.
- Accepted with restrictions – the present version of the paper is not completely technically accurate; however, the concerns of the reviewers can be addressed by revising the relevant points.
- Not accepted - the paper is of inferior standard and has significant flaws that invalidate the results and conclusions presented.
Each article has review status and metrics available on the article page. The report providing the name and affiliation of the reviewers is also visible. Updates to the paper, based on the reviewer reports, are at the author's discretion. Reviewers are notified about the revised versions of the paper. They are invited to assess whether the paper has earned a change in review status, in cases where it was labeled as Not accepted or Accepted with restrictions.
Each registered reviewer is rewarded for their activity with a 50% discount on publication fees.

Paper revisions
Authors are highly encouraged to:
- Address the comments of the reviewers.
- Submit revised versions of the paper.
- Respond reviewer criticisms separately.
Each version of the paper will be available to view and cite as needed. The latestversion of the paper is displayed as default.
Once the paper is Accepted, authors are permitted to make minor updates at any time and at no additional cost through our editorial team.

Review status and indexing
The review status is shown in both the online and downloaded versions of the article. Immediately after publication, the paper is marked as Expecting review. This status is changed with the first submitted review to one of the options mentioned in 'Responsibilities of reviewers'.
Once the paper receives at least two Accepted statuses, or two Accepted with restrictions and one Accepted status, it will be indexed in external bibliographic databases such as Scopus, IEEE, Google scholar and CrossRef.
If authors struggle to find suitable reviewers for their paper for an extended period of time, the review will be suspended. Note: such cases are rare.

Frelsi is an online publishing platform reporting the latest scientific results within electrical engineering through a number of output formats. The purpose of Frelsi is to serve the scientific community given that at least one of the authors is competent researcher currently active in the field of electrical engineering (academic or industrial) and has significantly contributed to the manuscript.
Every manuscript submitted has to be authentic (not plagiarized). A number of possible formats and article types lets authors accurately describe their results. Authors are entirely responsible for the submitted content. After a paper is published, an open peer-review takes place. Papers that pass peer review are indexed in Scopus, Google Scholar etc. The videos, audio, posters, or slides are not peer-reviewed or included in external databases.

Board members
The Advisory Board consists of a group of leading experts across the fields of Electrical Engineering who provide strategic input on the inner functionings of the platform and occasionally advise on any potential problems that may arise with specific publications. If they choose to, they can also serve as reviewers. The role of the board is solely advisory. There is no Editor-in-Chief to oversee any part of the publishing process or make decisions on the acceptance of publications.
Dr. Costa is a Senior Researcher with Huawei Technologies, Finland. His research interests include statistical signal processing and wireless communications. He has co-authored more than 30 peer-reviewed scientific articles and is co-inventor of nearly 20 filed patents.
Mário Costa received the M.Sc. degree (Hons.) in communications engineering from Universidade do Minho, Portugal, in 2008 and the PhD. degree in electrical engineering from Aalto University, Finland, in 2013. From 2007 to 2014, he was with the Department of Signal Processing and Acoustics, Aalto University. In 2011, he was an External Researcher with the Nokia Research Center, Connectivity Solutions Team and in 2014, he was a Visiting Post-Doctoral Research Associate with Princeton University.
Dr. Fromenteze is an Assistant Professor at the University of Limoges in France. He received a PhD from the University of Limoges in 2015 for his work at the Xlim laboratory in computational microwave imaging. During his PhD, he joined the Duke University's Center for Metamaterials and Integrated Plasmonics as visiting scholar and later on for one year as a post-doctoral associate. Thomas Fromenteze is also an adjunct assistant professor in the team of David R. Smith of Duke University.
He received the EuRAD Young Engineer Prize of the European Microwave Week in 2015 for his work in the field of radar imaging. His primary research interests include active and passive microwave and optical imaging, wave propagation in complex environments, phase-less and polarimetric imaging, and all of the associated inverse problems.
Dr. Liberal is a postdoctoral Fellow at Public University of Navarra, Spain, where he received a Juan de la Cierva Incorporación fellowship. His research interests include nano-photonics and antenna theory, metamaterials and quantum optics focused on electrodynamics of zero-index media and physical bounds on electromagnetic scattering. He has been a visiting scholar with Delft University of Technology, Delft, the Netherlands, Aalto University, Helsinki Finland, and University of Arizona, Tuscon AZ, USA.
In the period of 2014 – 2017, he was a postdoctoral fellow at the University of Pennsylvania, Philadelphia, PA, USA. Dr. Liberal has introduced the concept of photonic doping of epsilon-near-zero media, theoretically demonstrated the existence of geometry-invariant resonant cavities, developed super-backscattering nanoparticle architectures and antenna arrays, and derived physical bounds on time-harmonic light-matter interaction processes. He authored or co-authored over 70 papers in internationally recognized journals and conferences.
Dr. Lohan is an Associate Professor (tenure track) at the Electrical Engineering unit at Tampere University (formerly Tampere University of Technology), Finland. Her research interests are wireless location techniques, GNSS for aviation, wearables, and privacy-aware positioning solutions.
She received an M.Sc. degree in electrical engineering from Polytechnics University of Bucharest, Romania, in 1997, a D.E.A. degree (French equivalent of master) in econometrics at Ecole Polytechnique, Paris, France, in 1998, and a Ph.D. degree in telecommunications from Tampere University of Technology (TUT), Finland, in 2003. Dr. Lohan also received an Academy of Finland fellowship grand and has been an intermittent Visiting Scholar at Universidad Autonoma de Barcelona (UAB) since 2012.
Dr. Mirmoosa is a Post-doctoral Researcher at Aalto Universtiy in Helsinki, Finland. His main research interests are electromagnetic theory, light-matter interaction and radiative heat transfer.
In 2011, he obtained BSc. degree in electrical engineering from Bahonar University of Kerman, Iran. He received Msc. and PhD. degrees from School of Electrical Engineering, Aalto University, Finland in 2013 and 2017 respectively. In 2015, he obtained Nokia Foundation award for his work on wire media and its applications.
Dr. Simovski is a Full Professor in Electromagnetic Materials in the Department of Radio Science and Engineering at the Aalto University, School of Electric and Electronic Engineering (formerly Helsinki University of Technology). His research interests are electromagnetic metamaterials for nanosensing, energy harvesting systems, nanophotonic components, and electromagnetic characterization of nanostructured metamaterials.
Simovski earned his Ph.D. in 1986 in Physics and Mathematics from the Leningrad Polytechnical Institute (LPI). In 2000 he earned the Dr. Sci. degree in Radio Science and Optics from State Polytechnical University of St. Petersburg (former LPI).
He worked as an engineer-physicist from 1980 to 1992 in research and development company Impulse and became the head of a scientific group in 1991. His researches areas included antennas for special communication systems and artificial electromagnetic phenomena in the ionosphere and magnetosphere plasmas.
During the 1992 - 2008, he was with the St. Petersburg Institute of Fine Mechanics and Optics (now University ITMO – Information Technologies, Mechanics and Optics). He pursued research acitivites in electromagnetics for microwave applications, theory and applications of photonic and electromagnetic band-gap structures, electromagnetic scattering in lattices, optical properties of nanoparticles, and homogenization models for metamaterials.
Dr. Štumpf is an Associate Professor with the SIX Research Center, Brno University of Technology. After his Ph.D. defense, he spent a year and a half as a Post-Doctoral Fellow with the ESAT-TELEMIC Division, Katholieke Universiteit Leuven, Leuven, Belgium, from 2011 to 2012. His research interests include modeling of electromagnetic and acoustic wave phenomena. He has authored the book "Electromagnetic Reciprocity in Antenna Theory" (IEEE Press, Wiley, 2018).
In 2013, Dr. Štumpf received a Young Scientist Best Paper Award and a Young Scientist Award at the URSI International Symposium on Electromagnetic Theory in Hiroshima, Japan, in 2010, a Young Scientist Award at the URSI International Symposium on Electromagnetic Theory in Berlin, Germany, a Radioengineering Young Scientist Award at the Radioelektronika Conference in 2011, and a Best Diploma Thesis Award from the MTT/AP/ED/EMC Joint Chapter of the Czechoslovak Section of IEEE in 2008.
Dr. Yurduseven is a Senior Lecturer (Associate Professor) at Queens University, Belfast, UK, as well as Adjunct Assistant Professor at the Center for Metamaterials and Integrated Plasmonics, Department of Electrical and Computer Engineering, Duke University. His research interests include microwave and millimeter-wave imaging, multiple-input-multiple-output (MIMO) radar, wireless power transfer, antennas and propagation, antenna measurement techniques, and metamaterials. He has authored more than 80 peer-reviewed technical journal and conference articles, and six provisional patents.
From 2018 to 2019 he was NPP Fellow at NASA Jet Propulsion Laboratory. In 2013, Dr. Yurduseven received an Academic Excellence Award from the Association of British – Turkish Academics in London. He also received a best paper award at the Mediterranean Microwave symposium in 2012. He has been named a Senior Member of IEEE in 2016 and received an Outstanding Postdoctoral Award from Duke University in 2017. He has recently been included in Marquis Who’s Who for Excellence in Research (2017) and awarded a NASA Postdoctoral Program Fellowship (2017). He is a member of the European Association on Antennas and Propagation and serves as a reviewer for IEEE and OSA journals.

Acceptance status Accepted – a status given by a reviewer to a paper which is generally sound and requires only minor to no corrections. Two 'Accepted' statues or two 'Accepted with restrictions' and one 'Accepted' status by invited reviewers mean the paper successfully passed review. Acceptance criteria are specific for each paper category. For a research paper, this means that the analysis, methods, and experimental validation are suitable; conclusions are accurate and based on the data.
Acceptance status Accepted with restrictions – a status given by a reviewer to a paper requiring small adjustments, possibly specific significant changes. To earn a change of the status to Accepted, authors should address the issues highlighted by the reviewer.
Acceptance status Not accepted – a status given by a reviewer to a substandard paper containing significant flaws undermining the results and conclusion presented. Although the paper is published, authors are advised to address the issues of the reviewers thoroughly.
Board members – compared to traditional journals, the board of Frelsi has purely advisory character. There is no editor in chief or associate editors who make decisions regarding acceptance or rejection of papers. The board members advise annually on the way Frelsi functions and sometimes on issues with specific publications.
CC Licenses – papers, posters, slides, videos, and audio files are published under CC-BY license which permits free use, copying, and redistribution of the published material afforded by the proper citation of the original work and remaining of the copyright with the original copyright owner - the author and/or their institution.
To enable broad adoption of novel research results and the data associated with the papers by the scholarly community, we use the license attribution under the CC-0 license whenever possible.
Data note – a type of paper publication containing detailed information about the data sets, models, or code, deserving publication on its own. As other paper publications, also Data note is assigned DOI for citation purposes.
DOI – stands for Digital Object Identifier. Every type of publication in Frelsi has unique DOI for referencing. Each version of an article is given a separate DOI.
Data policies – whenever applicable and possible, authors of a paper are required to provide the data on which the conclusions are based. In case of third party restrictions on the data sharing, we work with the authors to establish sharing/access policy which complies with the rules of the owners of the rights.
Green open access – after a paper is published in any journal or publishing platform, the author self-archives a copy of the paper in an institutional or specialized online archive (repository) where it is freely accessible.
Gold open access – after a paper is published in an online open access journal or publishing platform, it is available to anyone worldwide.
Open peer-review – reviewers invited by Frelsi do rigorous peer-review. The identities, affiliations, and the reviews are public and citable.
Publication – a paper is considered published once it passes in-house screening by our team and formatting. Qualified reviewers invited by Frelsi do the peer-review. Aside from written feedback, reviewers give the article an acceptance status - 'Accepted', 'Accepted with restrictions,' or 'Not accepted.'
Processing fees – paid by the authors for publishing a paper in Frelsi. This fee is applied once the paper passes initial screening and formatting. More details on the fees and discounts here.
Review status Inviting reviewers – after initial screening and formatting, the authors are prompted to pay the processing fee. Once paid, the article is given the 'Inviting reviewers' status indicating that we are working on inviting qualified reviewers.
Reviewer – are invited by Frelsi based on suggestions of authors or through our search. Before invitation, we ensure the potential reviewers do not have a conflict of interests and are qualified. The names and reports of the reviewers are public and decide if a paper passed peer-review.
Review – a short note written by an invited reviewer addressing the shortcomings of a paper. The reviewer also assigns an acceptance status – 'Accepted,' 'Accepted with restrictions,' or 'Not accepted' depending on the paper quality. Registered users can comment on the reviews which are public as well as the responses of authors.
User – to submit a paper or any other medium to Frelsi, users need to be registered. During registration, users must provide name, affiliations, and contact email.
User comments – registered users can comment on each paper, as well as the reviewer comments on the paper page in order to open the presented research for broader discussion and additional perspectives.
Version – as paper goes through review stages, revised versions are submitted. Each version of a paper is accessible and can be cited separately.

2. Publishing
Depending on the chosen publication format, the terms and conditions vary to some degree. The differences are described in the following text. These terms describe how users can interact with Frelsi. If you do not agree with any of the terms outlined here, please do not use Frelsi.
Content
The “Content” includes all the media published in Frelsi website (“Website”), namely:
- Papers – original texts created and submitted by the authors. This includes all types of papers published in Frelsi, that is, research, review, design, method, data note, software tool, or editorial.
- Data – usually attached to papers to support the repeatability of the presented results.
- Slides, posters, audio, and videos – additional types of publications possible with Frelsi.
User
The term “User” includes registered as well as non-registered users. When applicable, User type will be further specified as “Author” and “Reviewer.”
Papers
The 'paper' and 'data' part of the Content are to be used by Frelsi according to Creative Commons CC BY and CC0 licenses respectively. Before your Content can be published, you and the co-authors (if applicable) agree and warrant these terms and conditions:
Slides, Videos, Audio, and Posters
The same terms and conditions apply to posters, slides, audio, and videos as for papers with the exception that these outlets do not have to present original results not published previously and/or presented on events such as conferences. In case they were presented somewhere already, authors have to reference this fact during submission. These outlets are subject to CC BY license.
Allowed uses for the Content
All Content published in Frelsi is open-access (OA) and governed by Creative Commons licenses. There are no fees to be paid by users – registered or not – to view or download published Content. According to the Creative Commons BY 4.0 license, registered, as well as non-registered users are free to share (copy and redistribute the Content in any medium or format) and adapt (remix, transform and build upon the Content for any purpose, even commercially) the Content provided that users give appropriate credit, provide a link to the license and indicate if changes were made.
This may be done in a reasonable manner, but not in the way that suggests the licensor endorses you or your use.
Users may not apply legal terms or technological measures that legally restrict others from doing anything the license permits.
3. Registration & privacy
Users who want to publish in Frelsi are required to register. The registration belongs to only one User. Therefore, Users should not share their login data with anyone or have their account used by multiple people.
By registering with Frelsi, Users agree to following conditions:
- Users are responsible for every activity on Frelsi webpage while logged in and to ensure that third parties will not use their login information.
- Users should ensure that the information provided at the registration is accurate and up to date (in the case of email or affiliation change, please change your registration data).
At Frelsi, we take the privacy of our Users seriously. Viewing and download of the Content are free and possible without registration. Users only need to register when they want to comment on the Content or publish.
Users may decline to provide the information requested at the registration. However, some services might be inaccessible due to insufficient information necessary to enable full functionality in a safe and identifiable way.

Information we track – Frelsi tracks the traffic on the Website to see what part of our Content is most interesting for Users. Based on the topics selected at the time of registration, we might use this data to provide the most relevant information to our Users.
Cookies – Fresli website uses cookies – a type of file saved on your computer which enables more fluid and seamless user experience. The primary purpose of cookies is to track website usage, remember the movement of users and their preferences, and target specific content and advertising.
Email addresses – Frelsi only shares User information with third parties when registered User gives explicit consent to do so at the time of the registration. Based on this consent, Frelsi might occasionally send information about products or promotional offers from our partners to registered Users.
Online advertising – Fresli will not share the User data with any advertising agencies unless explicitly agreed by the User. However, statistical data about the Frelsi usage might be shared with advertisers.
4. User comments
Registered Users can comment on the Content published in Frelsi to exchange information or opinions. Users agree to the terms outlined here at the time of their first comment and onward. User comments are herein generally referred to as Comments.
- User Comments should strictly stick to the topic of the Content. Frelsi reserves the right to remove any Comments that fall out of the Content topic with full discretion.
- Comments are not moderated or reviewed before they are displayed. The Comments express the views and opinions of the Users and Frelsi is to the degree allowed by law, not liable or responsible for any damage, or loss possibly resulting from the display of the Comments.
- Defamatory, offensive, profane, obscene, harassing, or otherwise suggestive Comments will not be tolerated and will be removed. On the base of such Comments, Frelsi reserves the right to terminate the User account.
- Attempts by User to falsely impersonate someone or claim affiliation with any institution are grounds for termination of their account.
- User agrees to indemnify and hold harmless Frelsi, its employees, affiliates, partners, directors and agents from and against any, and all damages, costs, losses, liabilities, expenses of any nature emerging from User infringing these Terms and Conditions or based on the Comments on the Content of this web page.
5. Refunds
Once a paper (or any other type of content) is published, authors do not have an option of a refund. Even after a paper receives negative feedback, authors are encouraged to submit a new, improved version of the paper. Refunds are not optional even after retraction since we have dedicated resources, time, and support during the review process to publish your paper.
While we understand that it is disappointing to receive negative feedback, we see the publication of a paper as a process - we strongly encourage authors to improve their work, so the feedback on their writing improves in the future review rounds.
6. Retractions and peer review termination
The articles published in Frelsi are stored permanently regardless of the outcome of the peer-review. If the article does not receive any reviews after half a year or only one after nine months, authors may opt to stop the peer review. After that, the paper is still published (similar to pre-print servers), but authors are free to submit it to a different journal.
Publications can be retracted based on following reasons - plagiarism, duplicate publication, overlapping publication, data fabrication, or because of errors reported by the authors themselves.
After the paper is published, the user can request the retraction of a paper during the first fourteen days after the date of publication.

1. How is Frelsi different from pre-print services like ArXiv?
Pre-print servers do not have a peer-review system and authors often submit their work to a regular journal even after it is published on a pre-print server. Frelsi has a rigorous peer-review system based on an invitation that takes place after publication, and papers cannot be submitted to other journals. In Frelsi, publication and review are separate procedures.
2. Are papers published without peer review?
Peer review follows after the paper is published - assigned DOI and is available to view and download publicly. Papers are published after initial screening and formatting. Publishing and peer review are two separate processes when publishing in Frelsi.
3. What are the initial screening and formatting phases?
Initial screening is done by our editorial team to ensure that the authors of the paper are qualified researchers and that the paper submitted is not plagiarized, fabricated, or overlapping with another publication to a degree that would qualify it as duplicate publication. Paper is then formatted to fit our template and online version.
4. What are the research areas Frelsi is publishing in?
